This Paragraph:
* 1. Volunteer ServiceNCSG Finance Committee members serve as volunteers,
without compensation. This contribution is respected and appreciated.
However, reimbursement of reasonable and necessary expenses will be
available for travel to face-to-face meetings and to outreach events as
approved by the NCSG Finance Committee Chair, in accordance with applicable
terms of ICANN's travel reimbursement policy.*
You are aware that the Finance Committee does not receive travel slots from
ICANN? And then Finance Chair approves reimbursement of travel of Finance
committee member? From what funding? I don't agree with this. I don't think
Finance Committee can approve an allocation of travel to itself from
outside funding.
Also this paragraph:

6. Disbursement of funds to constituencies:
* 1. Any inflow arising from external funding, shall be
distributed/disbursed based on 40-40-20 formula; that is, 40 per cent each
for both constituencies (NPOC and NCUC) while the NCSG-FC retains 20 per
cent as a running cost for its administrative incidentals or as may be
agreed with exercise of voting process on best module at the time of
disbursement. 1. Also, each constituency can apply for its own funding once
pronouncement has been made on availability of any inflow with sufficient
evidence on anticipated expenditure plan.*
F NCSG has to be included in these plans. There should be no allocation of
distributed funding based on the percentage between constituencies but
distribution should be based on requests. FC should at a more general level
set the principles on how these requests will be processed.
and 20 percent goes to FC? I don't really understand why. what is
administrative incidental? Don't know what this means:
