[NCSG-FC] DRAFT NCSG-FC Operating Procedures

Not really remmy. First draft can be shared with members on your personal
behalf, set a deadline for their comments. FC can also make comments during
this time. You can give the members 3-4  weeks to comment. Then we discuss
at FC level. If we make major substantive changes we need to consult with
members again and then see if we can adopt it
