[NCSG-FC] Purchasing 2430.00 USD/30 hours worth of Dev Blocks

I have always reported on the spending and what has been done on tech team
mailing list and have also uploaded all the documents on Google drive which
you have access to. The fact that some don't pay attention does not mean it
has not been reported.

It can save money and get us fixing Civi starting from January if you get
the Dev blocks now. I have been paying the monthly SLA service out of my
pocket and getting reimbursed. I have also been managing our relation with
WAPIX. But I will stop paying for Service Level Agreement, (I have paid
until December). If you decide to continue with them you are welcome to.
