[NCSG-FC] Observer Status

Hi Ed,

As I already indicated, I think we should grant FC observers
posting privileges.

In case it becomes a problem we can reconsider. Also, I don't
see any reason it could not be decided on case-by-case basis,
but that's something we can also consider if need arises.
