[NCSG-FC] Proposal

 Here's what I propose as the short summary for the budget "summit", hosted 
by the NCSG FC:
  
 -
 Recognising that Community powers with the budget are placed within the 
remit of the SO/AC's, the NCSG FC would like to host a meeting of all GNSO 
stakeholders interested in ICANN finance to discuss and plan a path forward 
that would enable the GNSO to better work together in a more unified way 
while participating in the planning process for the ICANN budget and OP's. 
GNSO and SG/C leadership will be invited to participate in the meeting as 
well as volunteers whose ICANN focus includes a remit in finance.

 To fully enable the community powers relating to  the budget under the 
transition reforms, all SG's and C's need to work together, where possible, 
through the GNSO to fully maximise their potential. If there is support for 
the idea I'd be very happy to see the GNSO create an equivalent of the 
CCNSO"s Strategic and Operational Planning working group. This, of course, 
would be in addition to anything done at the SG/C level and, if done 
properly, should strengthen those efforts.
