[NCSG-EC] Schedule EC call

hi all,

We need to schedule our next EC call.  We couldn't fix a timeslot/date last
time and we should try to find one on a monthly basis.
@Andrea Glandon <andrea.glandon at icann.org>  please send a doodle poll for a
call in April.
