[NCSG-EC] Review of applications for travel slots

Hi Rafik, EC,
I am very happy with the exceptional number of good applications, from
people with great and diverse backgrounds, for this slot.
My priority vote would go to Benjamin, considering he has a proven
background and his motivation letter speaks not only about his personal
capacity to perform the role properly, but also focuses on a commitment to
the community and the GNSO councilor he would be filling in for.
Considering what I said before, I could reach a consensus on most (if not
all) of these names. What I've seen from Tapani's work in previous
non-commercial leadership roles also gave me a very positive impression of
him. I don't know that much about Pascal and Farell because I'm relatively
new, but searching for their backgrounds showed that they have solid
experience as well. I have already worked with Frank, who has shown
dedication as a newcomer and would be another one of my first choices, but
I'd note he has just received a fill-in NCSG travel slot in our previous
meeting. James would be another good possibility, as he is relatively new
to the ICANN ecosystem (although he has a lot of experience in other
IG-related spaces), was a Paul Muchene recipient, and is consistently
looking for ways to better engage with the non-commercial community.
