[NCSG-EC] NCSG Policy Fellowship Project - Recirculating

As requested in our last NCSG EC meeting, I am recirculating the proposal
that was already approved by PIR, especially to our newer members. We need
only to define the policy priorities, selection process, and details about
how the selected fellow will work.
