[NCSG-EC] Draft agenda for first EC call

Following up with the link for the "NCSG Short-Term Policy Fellowship
Project Proposal":

I ask that you add your contributions and input to the document - you don't
need to make it structured, I can organize it afterward.

I'd ask you all to write until December 16th at noon (UTC/GMT), so I can
send this to PIR as soon as possible.

@Caleb Olumuyiwa Ogundele <muyiwacaleb at gmail.com> and @Jean F. Quéralt
<JFQueralt at theiofoundation.org> , can you share among the NPOC EC? Juan has
already checked the doc, but it would be nice to have everyone involved.
