[NCSG-EC] [NCSG-PC] Board seat 14 mediation - participants?

To do that (have a neutral team undertake an interview task), we will first
need an mutually agreed criteria by both SGs which we'll give to such a
neutral team to use. We don't have any such bi-SG criteria.
