[NCSG-EC] membership applications

Hi Caleb,

Traditionally the week after a meeting has been a "quiet week" for the
staff (when they get to first decompress for a couple of days, and then
to deal stuff directly related to the meeting. I will discuss this with
Andrea as soon as she has recovered :)
