[NCSG-EC] Farzaneh Badii resignation

Given all of the confusion on the main NCSG discuss list from yesterday’s call for interest to fill this position, I suggest that we, the EC, send a clarification and new call, that spells out the regional issues.  Having various people weigh-in on their personal interpretations on the main list hasn’t been very helpful in clarifying the matter.  

This communication needs to come from the EC and it should be approved by the EC before it is sent so we don’t have these kinds of misunderstandings.  These are EC decisions, so the entire EC needs to be included in them.
