[NCSG-EC] Farzaneh Badii resignation

This is very sad news indeed.  Hopefully a time will come when Farzi feels safe to come back to NCSG, as we are losing one of most dedicated and smartest workers - and our ex-chair.  Truly a sad moment.

I would not be in favor of violating our charter regarding Farzi’s replacement.  It was an intentional choice of the charter’s drafters to make GNSO Council replacements an EC appointment as opposed to an election.  It was intended as a minority protection for the smaller constituency in the NCSG, who felt they would have difficulty winning SG-wide Council elections but would have an equal shot at an EC appointment.  And indeed that is how we have handled the matter of Council replacement in the past and up until now.  For example, Wolfgang K. had just been elected to the GNSO Council as our rep, but then was immediately appointed to the ICANN Board, so we (the EC) had to fill that new Council seat.  We followed our charter then and indeed it was an NPOC member (Klaus) whom we appointed to fill that seat and was NPOC’s first Councilor as a result.  So the charter has been working as intended up until now on this point and I would not be in favor of violating the letter nor the spirit of the charter on those intentions.  

If people believe it is better for NCSG to hold an election to fill the seat, then we should change our charter to do that.  What we should not do is ignore or violate our charter because we think we have a better idea.

So I would be in favor of the call for expressions of interest and then following our charter on dealing with the interest.
