[NCSG-EC] Applicants for Travel Support

Hi all

Farrel and Kris applied for travel support. We need to decide very soon.
>From the applications, Farrel stands out as he has been doing a lot at the
Policy Committee, can be on the GNSO council if needed and his attendance
on calls are verifiable and been involved in drafting public comments.

Please chime in quickly so that we can get the name to the travel support
soon.
