[NCSG-EC] Arsene's travel slot transfer

This looks good to me.  I have one question though.  What is meant by “if you would like to be an alternate on the council”?  Does this mean to be the temporary replacement for the absent GNSO councilor during GNSO Council sessions?  

Since we don’’t always provide the travel slot to the same person who serves as the temporary replacement on council, one might not realize that we sometimes have an ex-councilor or other experienced member (who already has other travel support) serve as the temporary replacement GNSO Councilor during the meeting and this travel slot can go to someone else working in the PDPs who we also need to be at the specific meeting.  We do have some flexibility in how we choose to allocate the travel slots.
