[NCSG-EC] Elsa Saade/alternate of Arsene

Dear EC

Arsene needs an alternate to attend council meetings in person just in case
connectivity is bad for remote participation. I suggest Elsa Saade to be
Aarsene's alternate. I will fill in the form if there are not objections by
tomorrow night (11 PM UTC)
