[NCSG-EC] Two procedures/guidelines

Hi all

Here are two documents I have drafted for

 1. membership approval guidelines (it's not very complete so you can put
in your thoughts, I will share with the chairs of NCUC and NPOC as well as
NCSG mailing list soon. it's in a format of Q and A

2. A procedure for recategorization of members with dual status/ also cap
on additional representatives etc. Nothing is set, so if you want to change
grammar, if you think it is not aligend with the charter etc just mark it
up.

I am planning to share on Thursday give members a couple of weeks to
discuss and then we can discuss it further and hopefully approve them.

Next we will go after the NCSG Privacy Policy :)
