[NCSG-EC] [NPOC Excom] [NCUC-EC] Service Level Agreement with WAPIX

I suggest we open an account here in Finland or in Estonia. I could do that
fairly quickly but I need the paperwork, which I presume would need to
include some kind of proof of being a legal entity, which NCSG is not AFAIK.
