[NCSG-EC] Adoption of two Operating Procedures on Re-allocation of ICANN Travel Slots and Members Removal

Dear EC,

Yesterday was the deadline for members to comment on the following
procedures:

I tried to resolve the issues as much as I could as you see on the mailing
list and in the document. A couple of points by Elsa raised on Members
removal which I think Robin could address them.

If we make substantive changes to this document from this point on that
changes the nature of the documents then I suggest send it back to the
members for a short period of commenting and then approve it. At this point
I don't see such substantive changes needed.
