[NCSG-EC] Please Review: NCSG ABR

Hi

I sent the Google Doc for comments to the mailing list a couple of weeks
ago, I did not get to finalize them unfortunately due to other commitments
until 29th. But they have not really changed much from what I sent to the
NCSG mailing list. Point taken, next time we will send for EC approval a
week in advance.
