[NCSG-EC] An ALAC appointed alternate to EPDP on our NCSG EPDP mailing list

Thank you, Farzaneh.  We need to be vigilant about this concerning for gaming.  NCSG is relatively easy to join so we need to be sure people are not joining us just to get another vote on an ICANN policy issue or “bite at the apple” in the policy debate.
