[NCSG-EC] Temporary alternate to Johannesburg

Hi Monika,
It turns out Michael is in same situation as Avri: he's not
traveling as NCUC EC member but as a rapporteur supported
only for two days and could use the extra hotel nights as well.
Also, all three are willing to do it.
Not an easy choice.
