[NCSG-EC] URGENT - Temporary alternate for tomorrow

Dear all,

Seems we have full consensus on this, so I notified council that Avri
is appointed as temporary alternate for tomorrow.

Longer term appointment, that is after that until Abu Dhabi,
will be an agenda item for our next call.
