[EC-NCSG] Another temporary alternate

Dear all,

Amr Elsadr notified me he cannot come to Hyderabad after all
(family emergency).

It is too late to transfer the travel slot to someone else,
except just maybe (unlikely) as (partial) reimbursement to
someone who's coming anyway with their own money.

We can, however, appoint someone who will be there as Amr's
temporary alternate, and he suggested Matthew Shears as
most up to date on key issues on council agenda, notably DT.

Another obviously competent choice would be Avri Doria.

Opinions? In this case the key criteria would indeed be ability
to jump in to council work on current issues, and recent activity
there would be a good indicator of that. I would also give Amr's
own opinion significant weight here. The decision is ours, however.
