[EC-NCSG] Temporary alternate appointment

Dear all,

Apologies for moving slowly with this, time is indeed running out.
But, without further ado, I propose we appoint Martin da Silva Valent
as Ed's temporary alternate from 15 December until end of January.

There's no time to arrange a call but if we can agree we can decide
this by email: please indicate your approval, or lack thereof,
on this list as soon as possible.
