[EC-NCSG] Travelers to LA and Marrakech

This would not work because this is how the NCSG EC is able to participate at mtgs.  The constituencies are awarded 6 travel slots separately, in which they can bring their chair and a rep from all 5 stakeholder groups.  So I would be against re-allocating the EC?s travel toward constituencies.
