One question: even when you select Individual, it still offers
the choice to join NPOC. Is there a technical reason for that?

One problem we've had in the past is that people are confused about
that. If the invalid choice were removed from the form, it would help
people realize they should have applied as an organization instead
(like one case we had last time).
