Neither do I.

He did it in his capacity as a councillor, and as such
he does not need EC's or anybody else's approval:

A councillor is elected by the SG to act as they see best,
not just for relaying things decided elsewhere.

Indeed it would be rather impractical if they had to
constantly ask for approval from the EC or PC or whatever.
