[EC-NCSG] Election / membership review

Hi everyone,

- regarding election process, as discussed the timeline is:

   1. 10th July announce election
   2. 1st August voter list finalized (continuing the check-in verification
   till 24th August)
   3. 10 August : Nominations Open
   4. 24 August : Nominations Closed
   5. 1st September : Voting Begins
   6. 14 September : Voting Ends
   7. 17 September : Announce Results
   8. 15 October: terms begin

Moreover, interpreting the NCSG charter  (provision 3.2) and following the
example of 2013 election, 1 of the seat for GNSO councillor should be 1
year term only so we can next year 3 seats running for the election as
stated on charter provision . it means the fourth winner will get 1 year
term only.
if I hear no objections in the next 3 days, I will post the announcement
and initiate the process.

- our next  EC call will be in Friday 12th, 11:00EDT, please check the
applications here
