[EC-NCSG] next EC meeting and Singapore preparation

Hi Marie-Laure,

Thank you for the reply,
Please cast you vote and Lore can be your proxy. we can develop some light
operating rules for the case of proxy vote for documentation purpose.
so the next EC call is at 27th February 16:00UTC, since I didn't hear any
objection.

For NCSG-Board topics, I will add your suggestion, we will confirm later
the topics with membership.
@EC members please review the schedule and applications .
