[EC-NCSG] Obituary Alain Berranger

Hi,

I am very sad to read this.

I am personally shocked because, though I knew of his serious condition, 
I have seen his Skype account signing on a bunch lately and was happy to 
notice he was being active again.

It would be good to also send a notice simlar notice to the NCSG-discuss 
list. Lots of people knew him. He made quite an impression in his time 
with NCSG and was key in the negotiations that brought peace to the NCSG

Sorry to hear he is gone.
