[EC-NCSG] current batch of pending NCSG membership applications - please vote this week

Virpi Kauko : approve
Serigne : in the application he explained that he is member of large
non-commercial organization but he didn't indicate which one.
CTIC Foundation : need more clarification about its nature of
non-commercial organization since it is stated in the website "Its purpose
is to help companies improve their competitiveness ", even if it has a
private non-profit foundation status.
Pilots N Paws: the same issue to reappoint another representative.
