[EC-NCSG] pending batch of NCSG membership applications

Dear Robin, thanks for clarification. In light of new info and your
clarifications, I therefore APPROVE Serigne, Mike Jones and Martin Valent.
In light of your analysis re Engineering Academy of Armenia, I rescind my
approval. That completes my evaluation on this round.

Finally, I urge my colleagues to approve REPAOC as it is clear from the
website that funding is from governments, regional government bodies and
aid agencies (In my previous email I provided a list extracted from the
website), a pretty traditional funding mechanism for regional network
platforms in developing countries in general and in West Africa in
particular (these countries are amongst the poorer in the world as all of
you well know and commercial funding of development is not even on the
radar in these countries!).
