[EC-NCSG] 5 new individual applicants to vote on

Thanks to all those who evaluated and voted on these pending NCSG  
membership applications.

Hearing no objections to the applications, have 4 new members to  
welcome to NCSG, the following individuals:
   Peter Green (China) // Siim Tuisk (Estonia) // Leena Romppainen  
(Finland)  // Bill Thomas (US)

I will let them know, add them to the membership roles and mailing  
list.  And send out a note with the next set of membership  
applications to deal with.
