I have made some inquiries dating from October and it is evident that againstcybercrime.eu is an individual, Yulia. If you do what she suggests and Google the organization one finds it associated with her own activities and no other name or formal organization seems to be involved.
This is not intended to be for or against her application for anything, just a statement of fact.
As I understand it, individuals are eligible to join NCSG.

Thanks for your wishes! As I was saying we are late with the site because
of IGF and WCIT, where we were present. And as I prefer quality then
speed and quality, we do work on this slowly.
But I think people can refer to two other sites:

And in all cases, I don't think that the absence -f the website, but
presence of active actions and other tools, should allow people to
motivate the refuse or non acceptance of an organization,because if you
simply google us, you will have at least 20 pages about our activities
in different countries.
