Yes and it isn't just a NCSG rule, but a GNSO-wide rule that only lets a person participate as a member of 1 stakeholder group (i.e. no "double dipping" by trying to join as many GNSO Stakeholder Groups at the same time to influence policy to one's advantage in an unfair way). Mr. Bikoff spent the entire week in Costa Rica as a lobbyist for the IOC. He took the microphone many times and always began by saying he was a member of the Intellectual Property Constituency - and I was surprised because he had just applied to join NCSG as well.
This is becoming a serious problem: we've had over half a dozen applications to join NCSG from members of the IPC in recent months and obviously this kind of gaming and manipulation cannot continue to go on without a statement. We may need to write a formal complaint to the IPC, the Board, or the Ombudsman so the IPC will stop playing these games.
