[Ncsg-discuss] Campaigning during voting period

Dear all,

There're cultural differences here: in some countries it's normal
to keep campaigning all the way until voting is over, whereas in
others it's restricted or completely forbidden after voting starts.

And as we don't have explicit rules or policy about it, people
naturally tend to go with whatever they're used to.

And others judge it by what *they* are used to, inevitably
resulting in perhaps unfair accusations and confusion.

It might be a good idea for us to have policy or rules either
forbidding it or explicitly allowing it.

Maybe the EC could take it on to formulate such rules?
