the call with the ICANN board and I responded to make some clarification
that independent studies are for PDP input.

Hi Rafik, Wisdom, and Juan
Thank you for the calls with me and with Kurtis and I recently. Please
find a brief summary of our recent discussion between the NCSG leadership
and the ICANN CEO and myself. As part of our efforts to improve
communication with the community we are providing these summaries in a
manner that you can share them with your communities. The notes reflect
the discussion areas the NCSG raised, with key takeaways or observations
from each topic.
If you have any differing recollections of the discussion, please advise
and we can review. Thank you!
- Planned GNSO Review of the UDRP:
- The ICANN President & CEO noted that this is on the GNSO Council’s
action decision radar. ICANN will support the decision that the GNSO
Council eventually makes.
- Independent studies for the UDRP and other future policy development
processes:
- The NCSG leadership asked about the possibility of community groups
having access to independent counsel and research via the ICANN budget.
Being able to request these studies will allow community groups to guide
the scope of policy work under consideration and enlist the assistance of
independent experts to frame the policy issues in a neutral way.
- The ICANN President & CEO noted that ICANN has commissioned
independent studies on various topics of broad community interest (e.g.,
DNS abuse) that have been publicly shared for information and as
background
to community decisions on whether and how to undertake specific policy
work.
- As a follow up item – I did want to highlight the work the ICANN
org team did to review the policy implementation and provide data for the
community to assist in their decision and chartering of potential policy
work to improve the UDRP Policy -

- Capacity development:
- The NCSG leadership commented that the ICANN Learn platform
currently includes courses on some, but not all, of the SOAC groups. For
instance, there are courses on the CSG but none on NCSG.
- Russ Weinstein agreed to look into the matter.
- Looking ahead to ICANN85:
- The group noted ongoing community work on a number of topics, such
as the Review of Reviews, DNS abuse, and root server governance.
- Russ Weinstein commented that improving the efficiency and
effectiveness of policy development requires a look at the
policy lifecycle
in its entirety. All parties, including ICANN, need to work together
throughout all its phases to ensure timely decision making and the
provision of relevant and constant input.
- AFRINIC:
- The ICANN President & CEO thanked the NCSG for its letter, as it
provided an opportunity for ICANN to clarify its position and
its role and
responsibilities in relation to the governance process.
ACTION ITEM: Russ Weinstein to look into the ICANN Learn course curriculum
and consider if it will be timely to add a course on non-commercial
interests.
