<span style="font-family:"Arial",sans-serif">The NCSG leadership asked about the possibility of community groups having access to independent counsel and research via the ICANN budget. Being able to request these studies will allow community groups to guide
 the scope of policy work under consideration and enlist the assistance of independent experts to frame the policy issues in a neutral way.<u></u><u></u></span></li><li class="MsoNormal" style="color:black;vertical-align:baseline">
<span style="font-family:"Arial",sans-serif">The ICANN President & CEO noted that ICANN has commissioned independent studies on various topics of broad community interest (e.g., DNS abuse) that have been publicly shared for information and as background to
 community decisions on whether and how to undertake specific policy work.  <u></u><u></u></span></li><li class="MsoNormal" style="color:black;vertical-align:baseline">

<span style="font-family:"Arial",sans-serif">Russ Weinstein commented that improving the efficiency and effectiveness of policy development requires a look at the policy lifecycle in its entirety. All parties, including ICANN, need to work together throughout
 all its phases to ensure timely decision making and the provision of relevant and constant input.<u></u><u></u></span></li></ul>
