DNS Abuse PDP ideas

Dear colleagues,

Please find below a consolidated submission outlining technical and policy suggestions on the NetBeacon Institute’s proposed PDP framework, along with complementary measures to strengthen DNS Abuse mitigation across the domain ecosystem.

The submission includes:
   
   -    
Technical rationale and mechanisms for each of the five narrowly scoped PDPs

   -    
Recommendations on WHOIS accuracy and instant verification

   -    
Proposed enhancements to RA/RAA transparency and DNSSEC support

   -    
Suggestions for establishing a DNS Abuse Observatory and AI-driven threat detection

   -    
Capacity-building support for underserved regions


These inputs are framed with an operational and implementation-focused perspective to support constructive deliberation within ICANN’s policy development processes. We welcome feedback and further discussion.
