DNS abuse small team report

Hi NCSG

DNS abuse small team is making some recommendations and possible convening
of a PDP on a few issues. I have made comments on them, have a look and let
us know if you disagree with the priorities. I personally disagree with how
the priorities are framed and also suggested we add registrants due process
as a priority in DNS abuse mitigation as well. Here you go:
