Public Comment: Fourth Applicant Guidebook Public Comment

Hi all,

 The Fourth Applicant Guidebook Public Comment Proceeding is now open. It
will be open for 47 days, until 2 April.

This is usually enough time but with the Seattle meeting and the 15 total
documents for review (including a 70+pg Application Questions Doc), we
should start drafting early.  Please reach out to me if interested to draft
the comment.

   - *Notes:*  Topics the NCSG is especially concerned with in this
