Nominating Rafik Dammak for NCSG chair position

Dear NCSG,
I recall reaching out to Rafik to resuscitate a platform and respect the
response and support we later gave to the rebirth of the dynamic coalition
for YCIG.

I support his nomination and endorse him for the Chair position.
