Closed Generics Small Team - Public Meeting Notes - & Upcoming NCSG Discussion at ICANN76

Hi All,
As you may know, I am our NCSG representative to the Closed Generics
Small Team of GNSO, GAC and ALAC Representatives meeting. The goal of
our work is to find a a workable
framework to identify and handle closed generic applications in the
future rounds of new gTLDs. Should we reach agreement on a framework, it
will go to the GAC and GNSO Council for approval, and then through the
GNSO policymaking process, probably in an expedited PDP.
The reason we are here is, after many years of discussion, the
Subsequent Procedures Policy Development Process Working Group (Subpro
WG) was unable to agree on recommendations for "closed generics" - one
of the few areas our differences over new gTLDs could not be bridged.
Plus the GAC weighed in heavily in 2013, issuing "consensus GAC advice"
with deep concerns about closed generics in their 2013 Beijing GAC
Communique. It contained some direction and the GAC advice reaffirmed
in more recent meetings. (I include GAC 2013 closed generic advice at
bottom of this email.)
/This Closed Generics Small Team has been meeting weekly by phone and
once in person in Washington DC, January 26-27, for in-depth discussions
about Closed Generics. We have a public report of our work (attached).
I share it and look forward to our discussion at the *NCSG Membership
Meeting, Sunday 10:30AM (local time). *With additional discussion at the
NCSG Policy Committee meeting later in the week. I look forward to your
