Suggested amendments to ICANN's bylaws and NomCom

Yes Bruna, the guiding question is quite interesting.

I noticed that the proposed amendments Raoul mentioned are in section
8.2(e) where the specific composition per constituency is being removed in
favor of just an SO number but the guiding question only asks input on 8.3
in Article 8. Yet a couple other sections in that Article are changing.
