Suggested amendments to ICANN's bylaws and NomCom

Thanks for sharing Raoul.

Before we can approach CSG, we need an agreed SG response to the public
comment. Could NPOC volunteers lead the drafting of our response and share
it here with us for editing and comments? Please share the Google doc when
it is available.
