NomCom rebalancing

Hi Julf,


As far as I recall Nomcom review was done by independent reviewer sharing
recommendatioms then there was the working party for the implementation. I
think there was discussion with working party and GNSO counterparts
regarding the related recommendation and rebalancing.

Holistic review is a recommendation from ATRT3 and not applied yet, there
is talk about ToS for public comments currently.
