Human Rights Analysis of SSAD & ODA Reports

Hi all,

I think this is a really thorough report, great work!!!!I have made a 
few comments and suggested edits based on some of the issues that have 
been arising in the various groups I am on.....

Really this is great progress in terms of getting an HR impact 
assessment inserted into the policy process.  Of course the proof of the 
pudding is always in the eating, but this gives folks something to consider.
