NCSG Minority report on the EPDP phase 2a final report

Here's a proposed minority statement:

The NCSG is apparently of the minority view that minority statements attempting to "spin" the meaning of the final report or reiterating arguments that have been held endlessly are not constructive and we all need to shut up and end this thing.
