Hello everyone,
Just to inform you that I have worked together with Pedro and Farzaneh on a
session submission for RightsCon and below is a short summary. Thanks a lot
for the help!

*Session title: Not about content moderation: eliminating users’ online
presence through Internet infrastructure*
*Describe your goal: Content moderation implications go far beyond the
usually discussed issues on social media platforms. Control tools based can
also be implemented at the Internet infrastructure level through various
mechanisms, threatening the online presence of the users. We believe that
the civil society and other stakeholders should pay more attention to this
issue and be ready to contribute to policy making decisions that govern
content moderation at the Internet infrastructure level.*
*Session Description:*
*Content moderation at the Internet infrastructure is gaining a lot of
attention due to the recent Pandemic and the US Capitol Hill breach. There
has generally been less attention paid to this issue from society in
general. *
*Whilst the consensus about infrastructure remaining neutral and not
getting involved with content moderation might have been a necessary common
ground for allowing the full development of the Internet, this is now an
old idea. Although infrastructure actors have put on their best efforts in
trying to not get involved with take-down of websites and playing a
minimal role in taking down domain names, over the past few years these
actors have gotten more involved with such practices and have employed
different processes that normally lack transparency and oversight from
civil society and other stakeholders. Sometimes, the CEOs of these actors
(for example Cloudflare or Godaddy) appear on TV to tell us why they have
taken down certain domain names or have ended their service agreement with
a specific customer. Most recently, Amazon AWS relied on its terms and
conditions and removed a customer. Many domain name registrars have been
talking about taking fake COVID-19 related domain names down. *
*Will these recent incidents represent a new frontier to Content moderation
and Intermediary Liability discussions with regards to the Infrastructure
actors? We want to discuss with the wider civil society the implications
of these take-downs and how best we can create a movement that remains
vigilant to Internet infrastructure issues. *
*What will participants gain from attending: *
*Our session primarily aims to bring experts who focus on infrastructure
issues to discuss the importance of Internet infrastructure decisions on
the online presence of users and how and why these decisions need to be
scrutinized. In order to criticize or contribute to the policy landscape in
this area, civil society and activists need to know how and why Internet
infrastructure actors make decisions. We want to tell the audience how
these decisions are made, if there are specific rational, patterns or
processes behind them and how we can influence the decisions in this area
and discuss strategies that can enable civil society to have an effective
role in Internet governance.*
